In this Act: The term management plan means the management plan for the Monument developed under section 4(d). The term Monument means the Organ Mountains—Desert Peaks National Monument established by section 4(a). The term Public Land Order means the Public Land Order 833, dated May 21, 1952 (17 Fed. Reg. 4822). The term Secretary means the Secretary of the Interior. The term State means the State of New Mexico.
