Sec. 731. Authorizations of appropriations

For the purpose of carrying out this subtitle, there are authorized to be appropriated $100,000,000 for fiscal year 2016, $275,000,000 for fiscal year 2017, $350,000,000 for fiscal year 2018, and $400,000,000 for each of the fiscal years 2019 and 2020. The authorizations of appropriations established in subsection

(a)are in addition to any other authorizations of appropriations that are available for the purpose described in such subsection.
