Sec. 303. Master leasing plans

Notwithstanding any other provision of law, the Secretary of the Interior, acting through the Bureau of Land Management, shall not establish a master leasing plan as part of any guidance issued by the Secretary. Instruction Memorandum No. 2010–117 and any other master leasing plan described in subsection
(a)issued on or before the date of enactment of this Act shall have no force or effect.
