After consultation with the appropriate committees of Congress and the Director of the Office of Management and Budget, the Secretary of Labor and the Secretary of Education, as appropriate, shall prepare recommended legislation containing technical and conforming amendments to reflect the changes made by titles I through V. Not later than 6 months after the date of enactment of this Act, the Secretary of Labor and the Secretary of Education, as appropriate, shall submit to Congress the recommended legislation referred to in subsection (a).
