Effective in fiscal year 2014 and each succeeding fiscal year, amounts appropriated for the Library of Congress may be transferred during the fiscal year between any of the headings under the heading Library of Congress upon the approval of the Committees on Appropriations of the Senate and the House of Representatives. Not more than 10 percent of the total amount of funds appropriated to the account under any heading under the heading Library of Congress in the fiscal year may be transferred from that account by all transfers made under subsection (a).
