Sec. 1045. Readiness and flexibility of intercontinental ballistic missile force

The Secretary of Defense may, in a manner consistent with the obligations of the United States under international agreements— retain intercontinental ballistic missile launch facilities currently supporting deployed strategic nuclear delivery vehicles within the limit of 800 deployed and non-deployed strategic launchers; maintain intercontinental ballistic missiles on alert or operationally deployed status; and preserve intercontinental ballistic missile silos in operational or warm status.
Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit to the congressional defense committees a report on the feasibility and advisability of preserving intercontinental ballistic missile silos in operational or warm status.
