Section 2123(a) (20 U.S.C. 6623(a)) is amended by inserting after paragraph
(8)the following: Developing and implementing strategies to assist in recruiting and retaining highly effective school librarians; and providing appropriate professional development for school librarians, particularly related to skills necessary to assist students to improve the students' academic achievement, including digital literacy skills and preparation for higher education and careers. .
