There are authorized to be appropriated to carry out this Act such sums as may be necessary for each of the fiscal years 2014 through 2018. Of the amounts appropriated to carry out this section for each fiscal year, the Secretary shall use— not less than 90 percent of such amount for grants to eligible entities under section 4 and section 9; and a total of not more than 10 percent of such amount for the evaluation under section 10(b) and the training, technical assistance, and dissemination of best practices under section 11.
