It is the sense of Congress that the President should not reduce or consolidate the basing of dual-capable aircraft of the United States that are based in Europe unless— the President takes into account whether the Russian Federation has carried out similar reductions or consolidations with respect to dual-capable aircraft of Russia; the Secretary of Defense has consulted with the member states of the North Atlantic Treaty Organization
(NATO)with respect to the planned reduction or consolidation of dual-capable aircraft of the United States; and there is a consensus among such member states that the nuclear posture of NATO is not adversely affected by such reduction or consolidation.
