Notwithstanding section 1101, the level for each of the following accounts shall be $0: Multilateral Assistance, International Financial Institutions, Contribution to the Enterprise for the Americas Multilateral Investment Fund and Multilateral Assistance, International Financial Institutions, European Bank for Reconstruction and Development, Limitation on Callable Capital Subscriptions . Notwithstanding section 1101, the level for the second paragraph for each of the following accounts shall be $0:

Multilateral Assistance, International Financial Institutions, Contribution to the International Development Association , Multilateral Assistance, International Financial Institutions, Contribution to the Inter-American Development Bank , and Multilateral Assistance, International Financial Institutions, Contribution to the African Development Fund .
