Notwithstanding section 1101, the level for the following accounts shall be as follows: Overseas Contingency Operations/Global War on Terrorism, Department of State, Administration of Foreign Affairs, Diplomatic and Consular Programs , $4,169,640,000, of which $952,695,000 is for Worldwide Security Protection (to be available until expended); and Overseas Contingency Operations/Global War on Terrorism, Department of State, Administration of Foreign Affairs, Embassy Security, Construction, and Maintenance , $1,362,124,000:
Provided , That funds made available under this subsection shall be used for operations at high threat posts, security programs to protect personnel and property under Chief of Mission authority, preventing the compromise of classified United States Government information and equipment, and security construction or upgrade requirements at Department of State facilities worldwide, including for Worldwide Security Upgrades. Of the unobligated balances from funds appropriated in title VIII of division I of Public Law 112–74 under the heading Overseas Contingency Operations/Global War on Terrorism, Department of State, Administration of Foreign Affairs, Diplomatic and Consular Programs and designated by the Congress for Overseas Contingency Operations/Global War on Terrorism pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, $1,109,700,000 is rescinded.
The Secretary of State shall submit a report to the Committees on Appropriations of the House of Representatives and the Senate providing an assessment of security requirements at United States diplomatic facilities abroad, a comprehensive plan for addressing such requirements, and a detailed description of embassy security improvements to be supported from funds made available under this section. Such report shall be submitted in unclassified form, but may include a classified annex if appropriate.
