Sec. 601. Study by the Comptroller General on exhausting Federal Pell Grants before accessing WIA funds

Not later than 12 months after the date of enactment of this Act, the Comptroller General of the United States shall complete and submit to the Committee on Education and the Workforce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate a report that— evaluates the effectiveness of subparagraph
(B)of section 134(d)(4) of the Workforce Investment Act of 1998 (29 U.S.C. 2864(d)(4)(B)) (as such subparagraph was in effect on the day before the date of enactment of this Act), including— a review of the regulations and guidance issued by the Secretary of Labor to State and local areas on how to comply with such subparagraph; a review of State policies to determine how local areas are required to comply with such subparagraph; a review of local area policies to determine how one-stop operators are required to comply with such subparagraph; and a review of a sampling of individuals receiving training services under section 134(d)(4) of the Workforce Investment Act of 1998 (29 U.S.C. 2864(d)(4)) to determine if, before receiving such training services, such individuals have exhausted funds received through the Federal Pell Grant program under title IV of the Higher Education Act of 1965 (20 U.S.C. 1070 et seq.); and makes appropriate recommendations with respect to the matters evaluated under paragraph (1).
