Of the amount appropriated by this Act or otherwise made available to the Department of the Interior and the Forest Service for programs that address or include invasive species, not more than 10 percent may be used for administrative costs incurred to carry out such programs, including costs related to oversight and management of such programs, recordkeeping, and strategic planning.
