Except as provided in subsections
(b)through (f), not later than 180 days after the date of enactment of this Act, the Secretary shall prescribe such regulations as may be necessary to carry out this Act. Not later than 180 days after the date of enactment of this Act, the Board of Directors of the Office of Compliance shall prescribe such regulations as may be necessary to carry out this Act with respect to employees described in section 4(7)(C). Not later than 180 days after the date of enactment of this Act, the President shall prescribe such regulations as may be necessary to carry out this Act with respect to employees described in section 4(7)(D). Not later than 180 days after the date of enactment of this Act, the Office of Personnel Management shall prescribe such regulations as may be necessary to carry out this Act with respect to employees described in section 4(7)(E). Not later than 180 days after the date of enactment of this Act, the Librarian of Congress shall prescribe such regulations as may be necessary to carry out this Act with respect to employees of the Library of Congress. Not later than 180 days after the date of enactment of this Act, the Comptroller General of the United States shall prescribe such regulations as may be necessary to carry out this Act with respect to employees of the Government Accountability Office.
