From amounts appropriated in this Act for Operation and Maintenance, Navy , up to $291,000,000 may be transferred to the Ready Reserve Force, Maritime Administration account of the United States Department of Transportation, to be merged with, and to be available for the same purposes and the same time period as such account, for expenses related to the National Defense Reserve Fleet established under section 11 of the Merchant Ship Sales Act of 1946 (50 U.S.C. App. 1744): , That the transfer authority provided under this provision is in addition to any other transfer authority provided elsewhere in this Act. Provided
