Section 6302 of title 49, United States Code, is amended as follows: Sub section 6302(b)(3)(B)(vi)(III) of title 49, United States Code, is amended by striking section 6310 and inserting section 6309 . Clauses (vii), (viii), (ix), and
(x)of sub section 6302(b)(3)(B) of title 49, United States Code, are redesignated as clauses (viii), (ix), (x), and (xi), respectively. The following is inserted after subsection 6302(b)(3)(B)(vi): develop and improve transportation economic accounts, to meet demand for methods for estimating the economic value of transportation infrastructure, investment, and services; . Section 6303 of title 49, United States Code, is amended by adding after subsection
(c)the following: To provide content for the database described in this section, the Director shall create and maintain datasets and data analysis tools. Activities may include— conducting national surveys of goods movement, intercity passenger flows, household and business logistics, the domestic transportation of international trade, and vehicle inventory and use; collecting household travel behavior data and business logistics data crossing local jurisdictional boundaries to accommodate external and through travel; collecting and analyzing administrative records to identify travel patterns, goods movement, and the economic value of transportation infrastructure serving travel and freight; developing methods for establishing the economic value of transportation capital stocks and services; enhancing and deploying analysis tools to integrate data collected under this section into the National Commodity Origin Destination Accounts, National Passenger Travel Origin Destination Accounts, and Transportation Economic Accounts of the Intermodal Transportation Database; and developing tools to enhance public access to the Intermodal Transportation Database in conjunction with development, application, and reporting of performance measures. . Section 6311(5) of title 49, United States Code, is amended by replacing section 6310 with section 6309 . Section 6303(c)(1) is amended to read as follows: information on the items referred to in subsection 6302(b)(3)(B)(vi). . Section 6313(a) of title 49, United States Code, is amended by— striking paragraph (2); striking the designation and heading of paragraph (1); redesignating subparagraphs
(A)and
(B)as paragraphs
(1)and (2), respectively; and striking described in paragraph
(2)and inserting of any nature whatsoever . Section 6304 of title 49, United States Code, is amended to read as follows: To support the information management and decisionmaking needs of transportation officials at the Federal, State, and local levels, there shall be in the Bureau a National Transportation Library, which shall— be headed by an individual who is highly qualified in library and information science; acquire, preserve, and manage transportation information and information products and services for use by the Department, other Federal agencies, and the general public; provide reference and research assistance; serve as a central depository for research results and technical publications of the Department; provide a central clearinghouse for transportation data and information of the Federal Government; plan for, coordinate, and evaluate information sciences and library needs related to transportation research, education, and training; serve as coordinator and policy lead for transportation information access; provide transportation information and information products and services to— the Department; other Federal agencies; public and private organizations; and individuals, within the United States and internationally; coordinate efforts among, and cooperate with, transportation libraries, information providers, and technical assistance centers, in conjunction with private industry and other transportation library and information centers, with the goal of developing a comprehensive transportation information and knowledge network that supports the activities described in section 6302(b)(3)(B)(vi); and engage in other activities the Director determines to be necessary and as the resources of the Library permit. The Director shall publicize, facilitate, and promote access to the information products and services described in subsection (a), to improve the ability of the transportation community to share information and the ability of the Director to make statistics and other information readily accessible as required under section 6302(b)(3)(B)(x) of this title. The Director shall— make available publications or materials according to library and information science best practices; make available its facilities for research; and make available its bibliographic, basic reference, or other services to public and private entities and individuals. Rules described in section 6304(b)(1) of this title may provide for making available such publications, materials, facilities, or services— without charge as a public service; upon a loan, exchange, or charge basis; or in appropriate circumstances, under contract arrangements made with a/? public or other nonprofit entity. To carry out this section, the Director may enter into agreements with, award grants to, and receive amounts from, any— State or local government; organization; business; or individual. The Library may initiate and support specific information and data management, access, and exchange activities in connection with matters relating to the Department’s strategic goals, knowledge networking, and national and international cooperation, by entering into contracts or other agreements or awarding grants for the conduct of such activities. Any amounts received by the Library as payment for library products and services or other activities shall be made available to the Director to carry out this section, deposited in the Office of the Assistant Secretary for Research and Technology’s general fund account, and remain available until expended. . Chapter 63 of title 49, United States Code, is amended by adding after section 6313 the following: The Director may establish a Port Performance Statistics Program to provide nationally consistent measures of performance of the Nation’s maritime ports. The Director is authorized to require annual reports from all ports that receive Federal assistance or are subject to Federal regulation, including statistics on capacity, throughput, and other measures of performance required for implementation of the National Freight Policy required by section 167 of title 23. The Director shall obtain recommendations for specifications for port performance measures from the United States Army Corps of Engineers, the Maritime Administration, the Saint Lawrence Seaway Development Corporation, the United States Coast Guard, the Marine Transportation System National Advisory Council, and the Department of Commerce Advisory Council on Supply Chain Competitiveness to identify standard data elements for measuring port performance. . The analysis for chapter 63 of title 49, United States Code, is amended by inserting the following at the end: Sec. 6314. Port Performance Statistics Program. .
