Sec. 3121. Limitation on availability of funds for defense nuclear nonproliferation activities at sites in the Russian Federation

None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2015 for defense nuclear nonproliferation activities may be obligated or expended for such activities at sites in the Russian Federation until a period of 30 days has elapsed following the date on which the Secretary of Energy certifies to the appropriate congressional committees that such sites are not actively engaged in Russian nuclear weapons, intelligence, or defense activities. The President, without delegation, may waive the limitation in subsection
(a)if a period of 30 days has elapsed following the date on which the President submits to the appropriate congressional committees— notification that such a waiver is in the national security interest of the United States; and certification that none of the funds described in subsection
(a)will be contributed to the nuclear weapons program of Russia. In this section, the term appropriate congressional committees means the following: The congressional defense committees. The Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives.
