Sec. 1233. Report on goals and objectives guiding military engagement with Burma

Not later than December 1, 2014, the Secretary of Defense, in coordination with the Secretary of State, shall submit to the appropriate congressional committees a report on the goals and objectives guiding military-to-military engagement between the United States and the Union of Burma. The report required under subsection
(a)shall include— a description of the specific goals and objectives of the United States that military-to-military engagement between the United States and Burma would facilitate; a description of how the United States measures progress toward such goals and objectives, and the implications of failing to achieve such goals and objectives; a description of the specific military-to-military engagement activities between the United States and Burma conducted during the period beginning on March 1, 2011, and ending on the close of the day before the date of the submission of the report, and of any planned military-to-military engagement activities between the United States and Burma that will be conducted during the period beginning on the date of the submission of the report and ending on the close of February 29, 2020, including descriptions of associated goals and objectives, estimated costs, timeframes, and United States military organizations or personnel involved; a description and assessment of the political, military, economic, and civil society reforms being undertaken by the Government of Burma, including— protecting the individual freedoms and human rights of the Burmese people, including for all ethnic and religious minorities and internally displaced populations; establishing civilian control of the armed forces; implementing constitutional and electoral reforms; allowing access to all areas in Burma; and increasing governmental transparency and accountability; and a description and assessment of relationships of the Government of Burma with unlawful or sanctioned entities. The Secretary of Defense, in coordination with the Secretary of State, shall submit on an annual basis to the appropriate congressional committees an update of the matters described in subsection (b)(4) and included in the report required under subsection (a). The requirement to submit updates under paragraph
(1)shall terminate at the end of the 5-year period beginning on the date of the enactment of this Act. The report required under subsection
(a)shall be submitted in unclassified form, but may include a classified annex, if necessary. In this section, the term appropriate congressional committees means— the congressional defense committees; and the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives.
