Congress finds the following: The Space Technology Mission Directorate created by the Administration is lacking an organic statutory authorization and in need of congressional direction. In order to appropriately prioritize the Administration’s resources to accomplish its goals and purposes, the Space Technology Mission Directorate needs to be reorganized as provided in the amendments made by this section. Projects, programs, and activities currently within the Exploration Research and Development program should continue as planned as part of the Human Exploration and Operations Mission Directorate.
Section 70507 of title 51, United States Code, is amended to read as follows: The Administrator shall establish, within the office of the Administrator, a Space Technology Program to pursue the development of technologies that enable exploration of the solar system or advanced space science throughout the various elements of the Administration. The Administrator shall organize and manage the Administration’s Small Business Innovation Research program and Small Business Technology Transfer program within the Space Technology Program.
The Administrator shall include in the budget for each fiscal year, as transmitted to Congress under section 1105(a) of title 31, a certification that no project, program, or mission undertaken by the Space Technology Program is independently under development by any other office or directorate of the Administration. .
