Section 585 of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1997 ( 22 U.S.C. 2656 note; 110 Stat. 3009–171), as enacted into law by section 101(c) of division A of the Omnibus Consolidated Appropriations Act, 1997 ( Public Law 104–208 ), is repealed. Section 1213 of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 (as enacted into law by Public Law 106–398 ; 114 Stat. 1654A–327) is repealed. Section 620F of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2376 ) is amended by striking subsection (c).
Section 804 of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991 (Public Law 101–246) is amended— by striking subsection (b); and by redesignating subsection
(c)as subsection (b). Section 8 of the Sudan Peace Act ( 50 U.S.C. 1701 note) is repealed. Section 11 of the Sudan Peace Act ( 50 U.S.C. 1701 note) is amended— by striking subsection (b); and by redesignating subsection
(c)as subsection (b). Section 613 of the Foreign Relations Authorization Act, Fiscal Year 2003 ( 22 U.S.C. 6901 note) is amended to read as follows: The President and the Secretary should encourage the Government of the People’s Republic of China to enter into a dialogue with the Dalai Lama or his representatives leading to a negotiated agreement on Tibet. After such an agreement is reached, the President and the Secretary should work to ensure compliance with the agreement. .
