Paragraph
(5)of section 1074g(a) of title 10, United States Code, is amended— by striking at least one of the means described in paragraph (2)(E) and inserting the national mail-order pharmacy program ; and by striking may include and all that follows through the period at the end and inserting shall include cost-sharing by the eligible covered beneficiary as specified in paragraph (6). . Paragraph (6)(A) of such section 1074g(a) is amended— in clause (i)— in subclause (I), by striking $5 and inserting $8 ; in subclause (II), by striking $17; and and inserting $20. ; and by striking subclause (III); and in clause (ii)— in subclause (II), by striking $13 and inserting $16 ; and in subclause (III), by striking $43 and inserting $46 . Such section is further amended by adding at the end the following new paragraph: Beginning on October 1, 2015, the pharmacy benefits program shall require eligible covered beneficiaries generally to refill non-generic prescription maintenance medications through military treatment facility pharmacies or the national mail-order pharmacy program. The Secretary shall determine the maintenance medications subject to the requirement under subparagraph (A). The Secretary shall ensure that— such medications are generally available to eligible covered beneficiaries through retail pharmacies only for an initial filling of a 30-day or less supply; and any refills of such medications are obtained through a military treatment facility pharmacy or the national mail-order pharmacy program. The Secretary may exempt the following prescription maintenance medications from the requirement of subparagraph (A): Medications that are for acute care needs. Such other medications as the Secretary determines appropriate. . Section 716(f) of the National Defense Authorization Act for Fiscal Year 2013 ( Public Law 112–239 ; 10 U.S.C. 1074g note) is amended by striking December 31, 2017 and inserting September 30, 2015 . Not later than July 1, 2015, the Comptroller General of the United States shall submit to the congressional defense committees a report on the satisfaction of beneficiaries participating in the pilot program under section 716 of the National Defense Authorization Act for Fiscal Year 2013 ( Public Law 112–239 ; 10 U.S.C. 1074g note). Such report shall address the following: The satisfaction of beneficiaries participating in the pilot program. The timeliness of refilling prescriptions under the pilot program. The accuracy of prescription refills under the pilot program. The availability of medications refilled under the pilot program. The cost savings to the Department of Defense realized by the pilot program. The number of beneficiaries who did not participate in the pilot program by reason of subsection
(c)of such section 716. Any other matters the Comptroller General considers appropriate.
