Section 105(a) of the Protection and Advocacy for Individuals with Mental Illness Act ( 42 U.S.C. 10805(a) ) is amended— in paragraph (9), by striking and at the end; in paragraph (10), by striking the period at the end and inserting ; and ; and by adding at the end the following: agree to refrain, during any period for which funding is provided to the system under this part, from— lobbying or retaining a lobbyist for the purpose of influencing a Federal, State, or local governmental entity or officer; using such funding to engage in systemic lawsuits, or to investigate and seek legal remedies cases other than individual cases of abuse or neglect; or counseling an individual with a serious mental illness who lacks insight into their condition on refusing medical treatment or acting against the wishes of such individual’s caregiver. .
