Notwithstanding any other provision of law, amounts deposited or available in the Fund established by section 1402 of chapter XIV of title II of Public Law 98–473 ( 42 U.S.C. 10601 ) in any fiscal year in excess of $745,000,000 shall not be available for obligation until the following fiscal year.
