There are authorized to be appropriated to the Secretary such sums as may be necessary to carry out this subtitle and the amendments made by this subtitle. Funds appropriated pursuant to subsection
(a)shall remain available until expended. It is the sense of Congress that funds authorized to be appropriated under subsection
(a)should be directly appropriated so as to facilitate the orderly and timely commencement of the processing of applications filed under sections 401 and 402.
