The Secretary shall develop a comprehensive plan for the systematic surveillance of the international land and maritime borders of the United States. The plan required by subsection
(a)shall include the following: An assessment of existing technologies employed on the international land and maritime borders of the United States. A description of the compatibility of new surveillance technologies with surveillance technologies in use by the Secretary on the date of enactment of this Act. A description of how the Commissioner of the United States Customs and Border Protection is working, or is expected to work, with the Under Secretary for Science and Technology of the Department to identify and test surveillance technology. A description of the specific surveillance technology to be deployed. Identification of any obstacles that may impede such deployment. A detailed estimate of all costs associated with such deployment and with continued maintenance of such technologies. A description of how the Secretary is working with the Administrator of the Federal Aviation Administration on safety and airspace control issues associated with the use of unmanned aerial vehicles. A description of the demonstration program to fully integrate and utilize aerial surveillance technologies developed pursuant to section 121(a). A description of the Integrated and Automated Surveillance demonstration program established pursuant to section 121(b). Not later than 180 days after the date of enactment of this Act, the Secretary shall submit to Congress the plan required by this section.
