Section 5019 of the Water Resources Development Act of 2007 (121 Stat. 1201) is amended by adding at the end the following: After each fiscal year, if the Secretary did not allocate funds in accordance with subsection (b), the Secretary, in conjunction with the President’s next submission to Congress of a budget under section 1105(a) of title 31, United States Code, shall submit to Congress a report that describes— the reasons why the Secretary did not allocate funds in accordance with subsection
(b)during that fiscal year; and the impact, on the jurisdiction of each Commission specified in subsection (b), of not allocating the funds, including with respect to— water supply allocation; water quality protection; regulatory review and permitting; water conservation; watershed planning; drought management; flood loss reduction; recreation; and energy development. .
