Any matter relating to credit enhancement or other business activities of the FHA authorized under this title shall be considered a matter relating to agency management or personnel or to public property, loans, grants, benefits, or contracts, for purposes of section 553(a) of title 5, United States Code. For purposes of section 102(d) of the Department of Housing and Urban Development Reform Act of 1989, mortgage insurance and other credit enhancement provided under this title shall not be considered assistance within the jurisdiction of the Department.
Section 9101(3) of title 31, United States Code, is amended by adding at the end the following new subparagraph: the Federal Housing Administration. . Section 501(l) of the Internal Revenue Code of 1986 ( 26 U.S.C. 501(l) ) is amended by adding at the end the following new paragraph: The Federal Housing Administration established under the FHA Reform and Modernization Act of 2013 . .
