Section 412 of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7632) is amended— in subsection (b)— in paragraph (1), by striking and genomics and inserting genomics, and other methods ; and in paragraph (3), by inserting handling and processing, after production efficiency, ; by striking subsection
(d)and inserting the following new subsection: In carrying out this section, the Secretary shall award competitive grants on the basis of— an initial scientific peer review conducted by a panel of subject matter experts from Federal agencies, non-Federal entities, and the specialty crop industry; and a final funding determination made by the Secretary based on a review and ranking for merit, relevance, and impact conducted by a panel of specialty crop industry representatives for the specific specialty crop. ; and in subsection (h)— in paragraph (1)— by striking and inserting the following: Of the funds
(1)Mandatory funding for fiscal years 2008 through 2012.— Of the funds ; and by adding at the end the following new subparagraph: Of the funds of the Commodity Credit Corporation, the Secretary shall make available to carry out this section— $50,000,000 for fiscal years 2014 and 2015; $55,000,000 for fiscal years 2016 and 2017; and $65,000,000 for fiscal year 2018 and each fiscal year thereafter. ; and in paragraph (2)— in the heading, by striking and inserting 2008 Through 2012 ; and 2014 Through 2018 by striking 2008 through 2012 and inserting 2014 through 2018 .
