Section 18(c) of the Rural Electrification Act of 1936 (7 U.S.C. 918(c)) is amended— in paragraph (1), by striking Rural Electrification Administration each place it appears and inserting Rural Utilities Service ; and in paragraph (4)— in the paragraph heading, by inserting before cooperative ; and agreements by inserting after the 1st sentence the following: A contract funded by a borrower that is to be paid for out of the general funds of the borrower is not a public contract within the meaning of title 41, United States Code. .
