None of the funds made available by this Act may be used to issue to a civilian employee of the Department of Defense a denial of a security clearance pursuant to Department of Defense Directive 5220.6 that lists in the notice of specific reasons of the clearance decision (as defined in section 3.2 of such Directive) financial hardships because of a furlough caused by sequestration .
