Fifty percent of each of the appropriations provided in this Act for the Office of the Secretary and Executive Management , the Office of the Under Secretary for Management , and the Office of the Chief Financial Officer shall be withheld from obligation until the reports and plans required in this Act to be submitted on or before March 14, 2014, are received by the Committees on Appropriations of the Senate and the House of Representatives.
