Sec. 1201. Modification and extension of authorities relating to program to build the capacity of foreign military forces

Subsection
(a)of section 1206 of the National Defense Authorization Act for Fiscal Year 2006 ( Public Law 109–163 ; 119 Stat. 3456), as most recently amended by section 1206 of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 ( Public Law 110–417 ; 122 Stat. 4625), is further amended— in paragraph (1)— in subparagraph (A), by striking or at the end; in subparagraph (B), by striking the period at the end and inserting ; or ; and by adding at the end the following new subparagraph: support the theater security priorities of a Geographic Combatant Commander. ; and by adding at the end the following new paragraph: To build the capacity of a foreign country’s security forces to conduct counterterrorism operations. . Subsection (c)(1) of section 1206 of the National Defense Authorization Act for Fiscal Year 2006, as so amended, is further amended by striking $350,000,000 and inserting $425,000,000 . Subsection
(e)of section 1206 of the National Defense Authorization Act for Fiscal Year 2006, as most recently amended by section 1201 of the National Defense Authorization Act for Fiscal Year 2013 ( Public Law 112–239 ; 126 Stat. 1979), is further amended— by redesignating paragraph
(3)as paragraph (4); by inserting after paragraph
(2)the following new paragraph: In the budget materials submitted to the President by the Secretary of Defense in connection with the submission to Congress, pursuant to section 1105 of title 31, United States Code, of the budget for fiscal year 2016, and each subsequent fiscal year, the Secretary of Defense shall include the following: For programs to be conducted or supported under subsection
(a)(other than subsection (a)(1)(C)) for such fiscal year, a description of the proposed planning and execution of not less than 50 percent of the total amount of funds to be made available for such programs. For programs to be conducted or supported under subsection (a)(1)(C) for such fiscal year, a description of the proposed planning and execution of 100 percent of the total amount of funds to be made available for such programs. ; and in subparagraph
(B)of paragraph (4), as so redesignated, by striking Committee on International Relations and inserting Committee on Foreign Affairs . Subsection
(g)of the National Defense Authorization Act for Fiscal Year 2006, as most recently amended by section 1201 of the National Defense Authorization Act for Fiscal Year 2013, is further amended by striking 2014 each place it appears and inserting 2016 . Section 1203 of the National Defense Authorization Act for Fiscal Year 2013 ( Public Law 112–239 ; 126 Stat. 1980) is hereby repealed.
