The Secretary of Defense shall establish an outreach and education program to assist small businesses (as defined in section 3 of the Small Business Act ( 15 U.S.C. 632 )) contracted by the Department of Defense to assist such businesses to— understand the gravity and scope of cyber threats; develop a plan to protect intellectual property; and develop a plan to protect the networks of such businesses.
