Subsection
(a)of section 7310 of title 10, United States Code, is amended— by striking A naval and inserting
(1)A naval ; and by adding at the end the following new paragraph: For purposes of this section, a naval vessel that does not have a designated homeport shall be treated as being homeported in the United States or Guam. . Such section is further amended— in subsection (c)(3)(C), by striking as defined in Commander Military Sealift Command Instruction 4700.15C (September 13, 2007) or Joint Fleet Maintenance Manual (Commander Fleet Forces Command Instruction 4790.3 Revision A, Change 7), Volume III ; and by adding at the end the following new subsection: In this section, the term voyage repair has the meaning given such term in Navy Instruction COMFLTFORCOMINST 4790.3B. .
