In this title: The term critical area means an area of the National Forest System designated by the Secretary under section 8302 The term National Forest System has the meaning given that term in section 11(a) of the Forest and Rangeland Renewable Resources Planning Act of 1974 ( 16 U.S.C. 1609(a) ). The term Secretary means the Secretary of Agriculture.
