Title VI (as amended by section 1307 of this Act) is further amended by inserting after section 608 the following: The Administrator shall allocate funds made available for a fiscal year out of the Clean Water Trust Fund established by section 9512 of the Internal Revenue Code of 1986 among eligible programs and activities as follows: 80 percent for capitalization grants under section 604. 10 percent to cover the cost of making direct loans or guaranteeing obligations authorized under the Water Pollution Control Investment Act . 7.5 percent for grants to States and interstate agencies under section 106(a). 2.5 percent for grants under sections 104(b) and 104(g).
To the extent there are sufficient applications, not less than 30 percent of the amounts allocated for capitalization grants under subsection (a)(1) shall be used for one or more of the following purposes: Projects or activities to address green infrastructure. Water or energy efficiency improvements or other environmentally sustainable activities. The implementation of best management practices or measures identified in an approved nonpoint source management program under section 319. .
