Sec. 9301. Prohibition on assistance to drug traffickers

The Secretary shall take all reasonable steps to ensure that foreign assistance is not provided to or through any individual or entity that the Secretary knows or has reason to believe— has been convicted of a violation of, or a conspiracy to violate, any law or regulation of the United States or a foreign country relating to narcotic or psychotropic drugs or other controlled substances; or is or has been an illicit trafficker in any such controlled substance or is or has been a knowing assistor, abettor, conspirator, or colluder with others in the illicit trafficking in any such substance.
The Secretary shall issue regulations to carry out this section. Regulations issued pursuant to subsection
(b)shall be submitted to the appropriate congressional committees before they take effect. In this section, the term United States includes each State of the several States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Virgin Islands of the United States, and any other territory or possession of the United States.
