The President shall notify Congress in writing at least 30 days before— designating a country as a major United States ally for purposes of this Act; or terminating such a designation. Egypt, Argentina, Pakistan, Bahrain, the Philippines, Jordan, Thailand, Kuwait, and Morocco shall be deemed to have been so designated by the President as of the date of the enactment of this Act, and the President is not required to notify Congress of such designation of those countries.
