It is the policy of the United States to— promote the equal participation of women in the political, economic and social lives of their countries; build the capacity of foreign governments and civil societies to prevent and respond to violence against women and girls; ensure that all private partners under this Act take appropriate steps to prevent and respond to violence against women and girls; and systematically integrate efforts to prevent and respond to violence against women and girls into United States foreign policy and foreign assistance programs.
