Sec. 3102. Country reports on human rights practices

The Secretary shall submit to the appropriate congressional committees, by February 25 of each year, a comprehensive report regarding the status of internationally recognized human rights in each covered country. The report required under subsection
(a)shall include, for each covered country, information relating to— respect for the integrity of the person, including freedom from— arbitrary or unlawful deprivation of life; disappearance; torture and other cruel, inhuman or degrading treatment or punishment; arbitrary arrest or detention; denial of fair public trial; and arbitrary interference with privacy, family, home or correspondence; respect for civil liberties, including— freedom of speech and press, including Internet freedom; freedom of peaceful assembly and association; freedom of religion and conscience; freedom of movement; and provision of asylum and resettlement of refugees; respect for political rights, including the right of citizens— to change their government; to take part in the conduct of public affairs; and to vote and be elected at genuine periodic elections; respect for worker rights, including— the right of association; the right to organize and bargain collectively; prohibition of forced or compulsory labor; prohibition of child labor; and acceptable conditions of work; protection of all citizens, including marginalized groups, against violence, intimidation and discrimination, including, wherever applicable— mass atrocities; trafficking in persons; sexual and gender-based violence; criminalization of homosexuality or deprivation of fundamental freedoms due to sexual orientation or gender identity; violations of the principles of voluntarism and informed choice in health care, including coerced abortion and involuntary sterilization; child marriage; and compulsory recruitment and conscription of individuals under the age of 15 by armed forces of the government of the country, government-supported paramilitaries, or other armed groups; and official accountability, including— government corruption and transparency; government participation in, facilitation of, or condoning of, violations of internationally recognized human rights; steps taken by such government to prevent and respond to violations of internationally recognized human rights; the extent of cooperation by such government in permitting an unimpeded investigation by international organizations, including nongovernmental organizations, of alleged violations of internationally recognized human rights; and wherever applicable, such government’s votes in the United Nations Human Rights Council. In compiling data and making assessments for purposes of subsection (b), United States diplomatic mission personnel in each covered country shall consult with relevant international and nongovernmental organizations. For each covered country, the report required by this section shall be translated into the principal languages of the country and made available on the Internet website of the United States diplomatic mission to the country, or, where there is no diplomatic mission, on the Internet website of the Department of State. In this section— the term covered country means a country that— receives assistance under this Act; or is a member of the United Nations; and the term child marriage means the marriage of a girl or a boy who has not reached the minimum legal age for marriage in the country of residence, or where there is no such law, under the age of 18.
