Sec. 10901. Training of Federal personnel

The head of each Federal agency carrying out activities under this Act is authorized to use funds made available under this Act to pay the costs, in accordance with subsection (b), of providing training for Federal personnel, through interchange or otherwise, at any State or local unit of government, public or private nonprofit institution, trade, labor, agricultural, or scientific association or organization, or commercial firm. Training costs shall be paid— from funds made available to the employing agency; for individuals performing functions within the United States, from funds available for administrative expenses; and for individuals performing functions outside the United States, from funds available for the program, project, or activity being carried out by such individual.
Training under this section shall not be considered employment or holding of office under section 5533 of title 5, United States Code. Any payments or contributions in connection with training under this section may, as deemed appropriate by the head of the Federal agency authorizing such training, be made by private or public sources and be accepted by any trainee, or may be accepted by and credited to the current applicable appropriation of such agency. Any such payments or contributions shall be in lieu, or in reduction, of compensation received from the United States Government.
