The Administrator shall have the responsibility for carrying out the mandate of the United States Agency for International Development and for coordinating all United States development-related activities. The Administrator shall be the chief development advisor to the President. The Administrator may, as chief development advisor to the President, and subject to the direction of the President, attend and participate in meetings of the National Security Council. The Administrator shall be responsible for the coordination and direction of United States policy regarding, and contributions to, all development-related agencies of the United Nations, in consultation with the Assistant Secretary of State for International Organization Affairs.
The President should appoint the Administrator to be the Alternate United States Governor of the Asian Development Bank, the African Development Bank, and the Inter-American Development Bank.
