The Head Start Act ( 42 U.S.C. 9831 et seq. ) is amended— by inserting after section 639 the following: There is authorized to be appropriated $3,000,000,000 for each of the fiscal years 2014 and 2015 to carry out section 640A. ; and by inserting after section 640 the following: Not later than 90 days after the date of the enactment of this Act, the Secretary shall provide funds appropriated under section 639A to Early Head Start programs to pay the cost of employing additional full-time infant and toddler specialists. An Early Head Start program that receives funds under subsection
(a)shall use such funds only to supplement and not supplant the amount of funds that would, in the absence of such Federal funds, be available to pay the cost of employing additional full-time infant and toddler specialists. . There is hereby appropriated out of any money in the Treasury not otherwise appropriated $3,000,000,000 for each of the fiscal years 2014 and 2015 to carry out section 640A of the Head Start Act.
