Section 274 (8 U.S.C. 1324), as amended by section 657, is further amended by adding at the end the following: The Secretary of Homeland Security, in consultation, as appropriate, with the Attorney General and the Secretary of State, shall develop and implement an outreach program to educate the public in the United States and abroad about— the penalties for— bringing in and harboring aliens in violation of this section; and participating in a commercial operation for making, or trafficking in, documents to be used for entering or remaining in the United States unlawfully; and the financial rewards and other incentives available for assisting in the investigation, disruption, or prosecution of a commercial smuggling operation or a commercial operation for making, or trafficking in, documents to be used for entering or remaining in the United States unlawfully. .
