Amounts made available by this joint resolution for Department of Education—Rehabilitation Services and Disability Research , Department of Education—Departmental Management—Program Administration , and Department of Health and Human Services—Administration for Community Living—Aging and Disability Services Programs may be obligated in the account and budget structure set forth in section 491 of the Workforce Innovation and Opportunity Act ( 42 U.S.C. 3515e ).
