Any member of the militia who

(1)violates or fails to obey a lawful general order or regulation,

(2)having knowledge of any other lawful order issued by a member of the militia of the state that the member has a duty to obey, fails to obey the order, or

(3)is derelict in the performance of the member's duties may be punished by up to one year of confinement, by separation with characterization up to dishonorable discharge, and by such other punishment as a court-martial may direct.
